Remediation

Call context_use or pass the named App or Environment parameter

Cause

The tool needs an App or Environment and neither the call nor the session supplied one.

Fix

Set session scope with context_use, or pass the parameter named in details.parameter on the next call. The refusal is local to the MCP session, not a missing row on the Control Plane.
